33 - bars always have icons color

What steps will reproduce the problem?
1. create a bar container
2. set a color for buff
3. unable to have different color for the icons near the bars

What is the expected output? What do you see instead?
if i set a black buttonfacade bofder for buffs, i always have a black bar. in this case, textures used for bars are useless, we cant see the art. i'd like to have an option let me set a different color for the bars.
