+ Fix improper formating of filter arguments, which should theoretically fix bug with blocking ALL whispers not containing key words (not tested, see below)

Personal Note: REPORT BUGS GOD DAMMIT!  I haven't touched this thing in months (I stopped playing chars that used it) thinking all was good.  Can't be fixed if it's not reported people!
