2 - Missing optionalDeps prevent disembedding

What steps will reproduce the problem?
1. Install the addon with libraries separatly

What is the expected output?
The addon should load correctly

What do you see instead?
The addon fails to load because it misses LibTourist-3.0

What version of the product are you using?
1.2.1

Please provide any additional information below.
Required Libraries have to be in opt-deps, so that they can be loaded before they are required.
Put this line in the .toc:

## OptionalDeps: Ace2, Ace3, LibTourist-3.0, TabletLib, LibBabble-Zone-3.0
(Ace2 is needed for AceLibrary to get loaded)
