7 - Implement show on mouseover

I'd like to be able to set up hidden bars which only appear when the mouse is overtop of them.

Even better, I would like to create some bars which
- only appear when the mouse is over a specific _part_ of them (a specific side's edge)
- stay visible if the mouse is over any part of them
- stay visible for 2 seconds (configurable?) if the mouse is then moved off of the bar, reset that counter if the mouse is hovered over any part of the bar.

I have some buttons which I want to keep easy access to, but which I don't want "in my face".
