1 - Including Slice and Dice - Maybe? - Please?

Is it possible to include Slice and Dice, with maybe and adjustable timer, that would allow the individual rogue to pick his 'cooldown' time as being up?
Lets say I put up a 5 Combo Point Slice and Dice, then start my cycles, when Slice and Dice reaches 7 seconds (designated time) your addon does its thing and I know to re-cycle my Slice and Dice before doing anything else.
