Druid shape forms is being re-written to work similar to Shaman wolf form support.

- Shape shifting will occur if the druid is moving or falling always
- Mounts will be used if standing still always
- "Use shape forms" option is being removed
- use turtle mount (with swimming speed buff) if present over aqua form - it is marginally faster

Reason:

Too many druids have different requests and different play styles.. some always want mounts, some always want shape forms, some want to use both with an easy method to switch between.  This will allow those who want shape forms to always get them by running and clicking; while others who always want mounts can have them by just clicking then running.

Some of this already works but it's messy.
