It would seem that this quest is Horde only - tried to acquire on 4 alliance characters.
From the story text, it makes sense.

paulus1 Oct 11, 2011 at 23:07 UTC - 0 likes[14045], [14046], [14049] - Horde only. If you read the quest text (not suggesting you should but I did) it makes no sense for them to be alliance quests.
