15 - "Not Shared" events are shared.

What steps will reproduce the problem?
1. Make a "Personal (Not Shared) - Other" event.
2. Ask others if they can see it. (They can.)

This is under v4.1 for both users.

This should be fixed (sorry for not looking at tickets for so long). I checked the code and I do have it flagged as a personal event type now.
