1 - file update
What steps will reproduce the problem?
1. fill out data for file upload and select file to upload and submit

What is the expected output? What do you see instead?
File submitted properly. Instead on submission I see file has already been submitted (when its the first time I've submitted the file).
What version of the product are you using?
Do you have an error log of what happened?
Please provide any additional information below.
Not sure why I got the error when initially trying to update the project. However, if it could be looked at and fixed if needed would be appreciated. Thanks.
