    When I look inside the file with two different kinds of editors, I see two different kinds of content.

    The first "Interface" line indicates the version of the addon. It should be

    ## Interface: 40200

    However, it has some hidden characters before it.

    I believe this problem is being caused by the editor the author used to add the Notes-zhCN field.

    If I am correct, then you can copy and paste the following into the JPack.toc

    ## Interface: 40200
