54 - Suggest "The Fishing Diplomat" only if the current city is yet unfished-in

After successfully fishing in Stormwind, it still suggested this achievement, even though there's nothing I could do in SW that helped here.

Maybe suggest it every time a fishing pole is equipped?

And, of course, it may not be possible to detect which part of the achievement has already been, well, achieved.
