Change log

I fixed it so it doesn't bug you to buff people when you're dead. I also fixed a Horde language issue. I also updated the TOC so it doesn't think it's outdated (sorry about forgetting about that before). And lastly I revised the nagging so that if they are out of range, it wont nag you to buff or dispell them (because you can't hehe :-P). I'm hoping that last one will suffice to those of you that were in BG's and didn't like the nagging when the player's all the way across the map.
