Change log
Forecast now handles spell delay. Previously if somebody was hit and their cast was slowed down, you would see their cast complete as normal. Now you see it "step back" like it does for the caster.
Also fixed the spell rank number. It was showing rank 1 for any spell cast at rank 10 or higher.
Lastly, I re-added hooks for BattleHistory so we can get that show on the road again.
