Low Memory Chat

2 - Add ability to move chat frame to bottom of screen.

Add the ability to move the chat frame anywhere on screen, before the changes to the chat frame I used to have it at the bottom of the screen.  Have since had to switch to a different chat mod but would love to come back to LM Chat.  Can't beat the features + resource usage it takes in game.
