Changes since v0.11:

When an illegal UTF8 character sequence was sent, SendChatMessage returned an error. Problem was that didn't trigger the timeout code and the illegal sequence was stuck at the top of the list. Now the timeout code properly removes such sequence from the queue.

Changes since v0.07:

Removed the Guild and Officer channels from the throttle monitor list (they are not rate limited anymore).

Added a 13 messages/10 second send limit. Due to latencies, this is effectively a bit higher.

Changes since v0.08:

If anyone managed to download 0.08 (was up for 1-2 minutes), then PLEASE do NOT use it. It will cause message corruption (adding a time value to each messages sent).

Rehides the throttled notice in the chat windows (was unhidden in v0.08 and 0.09).

Changes since v0.10:

Added a timeout handler to prevent (I hope) ChatThrottler from stop sending messages. The timeout is 3 seconds.

Slightly better AFK handling but can still pull you out of afk state (if you have the autoClearAFK option enabled).

The code has been partially rewritten to allow it to be included into other projects. Newest ChatThrottler should automatically take effect.

Messages that are resent will now use the same autoClearAFK flag as when SendChatMessage was called.

Hooked SendChatMessage earlier. Was apparently hooking after GEM did.

Also reduced the delay after a THROTTLED notice has been received from 0.75 seconds to 0.5 seconds.
