fixed various bugs with notify and pass lists

- /pass - adds too bypass list player name, raid, party... as well as list to see pass list and reset to clear pass list - made sure that players did not auto-reply to themseves. - made sure that senders were not put on the reply/ignore list more than once - auto bypass for people that the player whispers giving them a one time pass through BugOff. Allows a single reply from the other player and prevents the ping-pong effect when two players are useing bug off

- /bo :for option list - /bo on (or off) :turns BugOff on or off - /bo instanceonly :sets BugOff to only auto-reply when player is in combat inside an instance, combat outside of instances will be ignored - /bo instanceAlways :sets BugOff to auto-reply anytime player is in an instace regardless of if player is in combat or not. - /bo notify : if on BugOff will keep a list of people it has auto-replied too and notify them when the player is available (out of combat or out of instance). - /bo ignore : if on BugOff will set anyone who whispers the player while he is unavialable on the ignore list and then remove them from the ignore list once player is avialable again.
