294 - Update Level Filter

Request increasing level filter from default normal 2.

May users jump at 58 to Outlands or at 70 to areas of Northrend and can't see quests.

Should decrease problems with users not seeing quests.

There may be complaints of 'this quest is too hard! waa why is QH showing me' but I see those problems being less in number than we currently see.
