421 - Not adding new quests correctly

What steps will reproduce the problem?
1. Do the new Argent Tournament dailies.
2. Log on a second char.
3. Do the same dailies again.

What is the expected output? What do you see instead?
I'd expect to be send around correclty, instead i see this:

edit: Added Questhelper.lua which contains the data for the bad quests done with two chars
