108 - Fire Elemental not activating fire totem bar

What steps will reproduce the problem?
1. place fire ele totem

What is the expected output? What do you see instead?
fire totem bar with timer / no fire totem bar

What version of the product are you using?
5.10

Do you have an error log of what happened?

testet on live server, not ptr (does is work only on ptr?)
