9 - Stats frame

What is the enhancement in mind? How should it look and feel?

Add stats frame that tracks certain key stats and some informational ones.

Please provide any additional information below.

Stats frame will contain :
    - current attack power,
    - current haste percentage,
    - current melee & spell crit percentages
    - current melee & spell hit percentages and warn if over cap. 17% spell hit
    - expertise and warn if over cap 26 expertise
    Idea is to dynamically show these during fight as buffs/procs boost these figures they change during a fight.
    Display of this frame will be optional - disabling will turn off the dynamic calculation for those that don't want it.

    There are far too many other addons out there that do this already. wtb little to no bloat in S&A
