21 - Add support for Rumsey Rum Black Label

What is the enhancement in mind? How should it look and feel?
Many early bracket PvP players use Rumsey Rum Black Label for the 15 stamina buff. The buff frequently needs to be reapplied and allowing SmartBuff to support this item would help after resurrection.
