What steps will reproduce the problem?
1. Log in as Paladin and set "seal of light" to cast with smartbuff even inside combat.
2. Get in a fight with seal of light not active according to smartbuff
3. scroll mouse wheel down or click the box to cast "seal of light"

What is the expected output? What do you see instead?
Expected - spell to cast

Actual - nothing happens until you kill the monster and exit combat.

What version of the product are you using?
3.0f dev1 + fubar smartbuff plugin

Do you have an error log of what happened?
Nope

Also think this happens on other spells, but can't think of which off the top of my head.  Will try to add as I find them again.
