13 - Enable Buttons by default

What is the enhancement in mind? How should it look and feel?
It should look and feel like TMW's previous versions.  The 1.2.4 version feels broken when you try to use it, even though it isn't.  The functionality of 1.2.3 was much better for a player trying to set it up compared to 1.2.4.

Please provide any additional information below.

    The look and feel did not change at all between 1.2.3 and 1.2.4. The differences between the two versions only included bug fixes and the ability to use multiple buffs per icon.

    Even going back to 1.0, Buttons have never been enabled by default (although groups always have been). This is because most buttons don't get used during initial setup, and if they were enabled they'd go solid instead of invisible when the addon is locked. Was there something else specific that you thought should be different?
