62 - Configure debuffs size (position)

What is the enhancement in mind? How should it look and feel?

Will be nice if debuff display can be configured. Currently the icons are huge, 3 icons already covering the whole nameplate, create overlapping/visibility problems with other plates to the point some gets totally hidden. If their size (both horizontal and vertical) can be altered, that will clean up the display, especially with lots of dotted mobs.

Another note - the position. Turning on blizzard stacking groups them vertically, making it nice to have the debuffs on the right side for example and use that option - no more they will go one on top of the other.

Please provide any additional information below.
