What steps will reproduce the problem?
1. Open TipTac options, head to anchors
2. Set the anchor for 'Frame Tip Type' to 'Mouse Anchor'
3. Mouse over any frame with a tooltip

What is the expected output? What do you see instead?
-The expected output is that the tooltip will display as normal at the selected mouse point.
-What actually happens is that the tooltip is displayed at the selected mouse point but 'strobes' or 'flashes' on and off very rapidly.

What version of the product are you using?
-TipTac 10.10.19

Do you have an error log of what happened?
-No actual errors occur.

Please provide any additional information below.
-I believe the problem and steps to reproduce this are fairly simple.  For now, I have switched it from mouse to using the parent as an anchor with no problems.  Like wise, it only seems to effect tooltips that fall under the 'Frame Tip Type'.  No issues with the other types when using the mouse as an anchor.
