This is a skin for WIM addon
To install the skin, just install it like any other addon and then select the skin from WIM's options menu (under General > Display Settings).

Pour installer ce skin, Il faut avoir installé l'addon WIM. dans le menu options choisissez le skin WIM_Elvui

WIM_Elvui is a skin, tooltips are handled by the program, not through the skin. For the tooltips are on top, just check the options in Background.
WIM_Elvui was created to accompany the Elvui interface, this interface is skinned tooltip.

1. the Player tooltip (left klick on the first button - red frame in the pic) hides halfway behind
2. the Profile links (right klick on the first button - blue frame in the pic) hides totally behind the chatwindow
3. the tooltip of the invite button hides totally behind the chat window
