431 - Cannot Drag the Generic Info Panel 1 Left after update

What steps will reproduce the problem?

What is the expected output? What do you see instead?
I expect to be able to drag the frame (Info Panel 1 or quest details)

What version of the product are you using?
I updated to 15.1.4 and then tried rolling back to 15.1.2 and neither allow me to drag the frame.  I am not sure what version I updated from.

Do you have an error log of what happened?

    Try to reset every frame under the "Custom Frame" category (which should be at the bottom), then reload your ui.
