25 - change cooldowns in the config ui

Would be nice to be able to edit the cooldown in the spell configuration. For example, Ironbark is set to a cooldown of 2 minutes in the default install, but it's really a one minute cooldown, and the resto druid PVP set bonus makes it a 30 second cooldown. Currently I'd have to edit the lua.

    The real issue is that we don't have access for an API which allow us to track enemy cooldowns, we can only guess them by specc and buffs.

    I will look into to allow the user to edit the cooldown, but this is just a small side project for me, i'm not sure how much time i'll have for this.

    Also I noticed Void Shift is set to 10 minutes but that's only for shadow. Holy/disc is 5 minutes.

    Actually, looking at the lua it shows the different CDs for each spec. I just don't see this in the tooltip when I hover over Void Shift. Just says Base cooldown 10, and Shadow 10.
